Help with bibliography?

I know how to do a website and the other main things, but i dont know how to cite a database. all of the things online say that databases are from the library, but the one i used is usasearch.gov. this allowed me to type in a search question and it found websites. Is this considered a database, or should i only use the website that i found info from (like thie link it gave).
