My Indian Ringneck is going through the bluffing stage. How can i get close without it hurting me?

I do have a Budgie (kiwi) that i have recently asked about and he is getting much better! But my IRN (Jasper) is going through what experts call a "bluffing stage" Whenever i would like to interact with Jasper (i will call it a he not totally sure yet though) he tries to bite. do i just move toward his beak if he does this? Is there also a way that i could disguise my hand (like with a cheap leather glove etc.) so that he will learn to accept my hand but not only when the glove is on?
