Want a new puppy... mom is confusing me, please help?

Was this dog an adult? If so, maybe she doesn't want the stress of a puppy. Or were the pups a bigger/smaller breed than your current dog? I think your best bet is just to ask her. You could also look at your shelter's open days and take her as a suprise - she's bound to fall in love with one!
