Double J vs Tonk Man:Who is better?

I remember when Jeff Jarrett joined WWE, everyone thought he had basically stolen Tonk Man's gimmick. The only difference was, Tonk Man seemed to be like a bigger, fatter, type of Elvis Impersonator. Jeff wore a goofy cowboy hat and sungles that had something resembling Christmas Lights attached, and which would light up, and blink, as Jarrett would make his way into the ring. I think Tonk Man was possibly the WORST Intercontinental Champion of All-Time (no offense to you and your opinion..) he actually played a part in making me STOP watching wrestling for about a year. Jarrett gradually "matured" his gimmick, and he is now tolerable, and a better-than-average wrestler. Jarrett is better than Tonk Man.
