What's wrong with my DS Lite?

Every time I test a particular unsecured WIFI connection for my Pok�mon games, it get's four bars and shows that it has a perfect connection to the WIFI signal, but when I try it in-game, it can't even get one bar. What's going on with it? The error codes don't help at all either, so please don't refer me to them. Thank you.
