Which founding father said lengthy bills/laws are meant to disguise their true nature by being unreadable?

I though it was Alexander Hamilton referencing the use of lengthy prose in British law to confuse the subjects long enough for them to p a law. However, I can't seem to find the quote. Anyone know where it's at?
